Regional Public Holidays and the Delivery Promise: A 2026 Guide for Germany, Spain and Switzerland

A regional public holiday is a holiday that applies in only some states, communities or cantons of a country, so a delivery promise that is correct for one postcode can be wrong for the next. Germany, Spain and Switzerland all work this way, and each does so differently. A promise engine that uses one national calendar will quote a date that lands on a holiday for a large share of customers on some days of the year, which turns into a missed promise, a where-is-my-order contact and a lower chance of reorder. The fix is to hold holiday data at postcode level and to check it before a date is shown.

Key Takeaways

  • Germany has nine holidays that apply nationwide and a further set that apply only in some Länder, including Corpus Christi in six, Reformation Day in nine and All Saints in five.
  • Spanish law caps holidays at 14 a year, two of them local, and regions can swap some national days for their own, so the calendar varies by community and by municipality.
  • Switzerland has one federal holiday, 1 August, and its cantons decide the rest, with up to eight further days treated like Sundays.
  • In 2026, Reformation Day falls on Saturday 31 October in nine German states, so a Saturday promise to those states lands on a holiday.
  • Locus’s public pages describe slot checking, rostered capacity and refusal reasons such as “No fleet rostered”, but not holiday calendars by postcode, so ask how regional calendars are loaded.

Why Regional Holidays Matter: The Business Case

The rules are set at regional level, and the delivery promise has to follow them.

  • The German road traffic regulation lists the holidays on which heavy trucks may not run and shows which are Land-specific: Corpus Christi in Baden-Württemberg, Bavaria, Hesse, North Rhine-Westphalia, Rhineland-Palatinate and Saarland, Reformation Day in nine Länder, and All Saints in five.
  • Germany’s Working Time Act says that employees may not be employed on Sundays and public holidays from 0 to 24 hours, subject to listed exceptions in section 10.
  • Spain’s Workers’ Statute says holidays may not exceed 14 a year, two of which are local, and lists four that are always national.
  • The Spanish state publishes the national and regional list for the year, and its 2026 resolution names seven non-substitutable holidays, including 3 April, 15 August and 8 December.
  • Switzerland’s labour authority says that 1 August is the only federal holiday treated like a Sunday across the country, and the cantons are exclusively competent for the other holidays.
  • DHL Paket defines working days as Monday to Saturday except public holidays, though its page does not say whether regional holidays count.

We could not find official regional holiday delivery calendars for several large carriers, and no credible data on how holiday errors affect where-is-my-order volume, so the model below uses assumptions you can replace.

How to Build a Regional Holiday Calendar into Your Delivery Promise in Six Steps

The six steps put holiday logic where the promise is made.

1. Hold holidays at the lowest level the law uses

Store holidays by German Land, Spanish community and municipality, and Swiss canton, and map each postcode to them. A national list cannot answer a postcode question.

2. Separate three kinds of day

Mark each date as a public holiday where deliveries are not made, a holiday where the carrier delivers anyway and a normal day. Carriers differ, and the law restricts employment on holidays in some countries and not in others.

3. Check every promised date against the destination

When a date is shown at checkout or in an ETA, test it against the destination postcode’s calendar and move it to the next working day if it falls on a holiday there.

4. Ask each carrier for its regional calendar

Get each carrier’s holiday and Saturday delivery rules by region in writing, and load them. Where a carrier cannot supply them, add a safety margin to the promise.

5. Plan capacity around the holiday

Holidays move demand, so roster fleet capacity before and after the day, and keep an eye on the day after a holiday, when the backlog arrives.

6. Review each year

Holiday dates move, such as Corpus Christi, which follows Easter, and some regions change their lists, so refresh the calendar every year before peak.

What to Look for in Delivery Promise Software

Holiday data below country level

The software should accept holiday calendars by region and postcode, not only one list per country.

Capacity and roster awareness

A date should be offered only if a fleet is rostered to serve that area that day, with refusals that name the reason.

Re-checks when plans change

When a holiday or a disruption moves capacity, the platform should re-test promised dates and flag orders at risk.

Carrier-specific rules

Where outsourced carriers have their own holiday and Saturday rules, the platform should hold them and apply them to the dates it quotes.

A clear explanation of each date

Operations and support teams should be able to see why a customer was given a date, so a holiday-related error can be traced and fixed.

Regional Holidays in Action: Real-World Results

The German calendar for 2026. The nine holidays that apply across Germany are New Year’s Day, Good Friday, Easter Monday, 1 May, Ascension, Whit Monday, 3 October and the two Christmas days. The regional ones depend on the Land, and their weekdays in 2026 decide how much they matter.

Regional holidayWhere it applies2026 dateWeekday
EpiphanyBaden-Württemberg, Bavaria, Saxony-Anhalt6 JanuaryTuesday
Corpus ChristiBaden-Württemberg, Bavaria, Hesse, North Rhine-Westphalia, Rhineland-Palatinate, Saarland4 JuneThursday
Reformation DayBrandenburg, Bremen, Hamburg, Mecklenburg-Vorpommern, Lower Saxony, Saxony, Saxony-Anhalt, Schleswig-Holstein, Thuringia31 OctoberSaturday
All SaintsBaden-Württemberg, Bavaria, North Rhine-Westphalia, Rhineland-Palatinate, Saarland1 NovemberSunday
Day of Repentance and PrayerSaxony18 NovemberWednesday

The Corpus Christi, Reformation Day, All Saints and Epiphany rows come from the road traffic regulation or the German trade union federation’s calendar, which carries a disclaimer. Women’s Day in Berlin and Mecklenburg-Vorpommern, Assumption in Saarland and parts of Bavaria and World Children’s Day in Thuringia also exist, and fall on weekends in 2026. In 2026, Corpus Christi on Thursday 4 June and Reformation Day on Saturday 31 October are the most disruptive for parcels because they land on days when parcels would normally move.

A promise-error model on illustrative numbers. The figures are assumptions. A retailer sells 20,000 orders in the two days before Corpus Christi with a two-working-day promise that lands on Thursday 4 June, and 60% of those orders go to the six affected Länder. If the promise engine ignores regional holidays, 12,000 orders carry a date that falls on a holiday for the customer. If 20% of them contact support at an assumed €4 each, the contacts alone cost €9,600, before reshipments, credits or lost reorders. The same retailer using a postcode calendar quotes Friday 5 June for those 12,000 orders and Thursday for the rest, and the contacts disappear. Replace the 60% with your own Land mix, which you can read from your order data.

What the Spanish and Swiss calendars add. Spain allows two local holidays per municipality on top of the national and regional days, so a Spanish promise needs municipality-level data. In Switzerland, cantons decide all holidays except 1 August and may treat up to eight more days like Sundays, so a Swiss promise needs canton-level data and the permit rules for work on those days.

A global food and beverage leader. In Thailand alone the company moves more than 18 million orders a year across 100+ distribution centres, with a Capacity Agent that forecasts demand and right-sizes the fleet so each trip launches with the right truck type. It reported 97%+ SLA adherence across six markets on one platform. The result is about capacity planning at scale and not European holidays. Read the global FMCG case study.

A leading ASEAN apparel retailer. The retailer’s last-mile delivery runs through carriers across markets, and Locus computes accurate delivery dates at checkout across the carrier mix and tracks each delivery against its promise. Where-is-my-order and returns queries dropped by more than 40%. The case shows that a promise computed across carriers can reduce contacts, and it is not a holiday result. Read the ASEAN apparel case study.

Common Regional Holiday Mistakes to Avoid

Using one national calendar per country. In Germany, Spain and Switzerland the same date can be a holiday in one postcode and a working day in the next.

Treating holidays as closed days for every carrier. Some carriers deliver on some holidays and not others, so load each carrier’s rules and do not assume.

Forgetting Saturdays. A regional holiday on a Saturday, such as Reformation Day on 31 October 2026, removes a delivery day that many promises rely on.

Refreshing the calendar once. Dates such as Corpus Christi move each year and regions change their lists, so review every year before peak.

How Locus Approaches Delivery Promises Across Regions

Locus, the world’s first Decision-Intelligent, Agentic TMS, treats the delivery promise as a decision made against live capacity. Its Delivery Promise Management checks every delivery slot against the capacity behind it, from the origin cut-off to the vehicle at the door, and refuses a slot with a stated reason such as “No fleet rostered” when nothing is scheduled to serve an area that day.

Recognized by analysts and selected after evaluation. Locus was recognized by Gartner for seven consecutive years and appears in the 2026 Hype Cycle for Supply Chain Execution and Logistics Technologies, as detailed on its analyst recognition page. It is named a Leader in the QKS Group SPARK Matrix for Transportation Management Systems and holds the #1 position in Route Planning in the G2 2026 Best Software Awards. In October 2025, Ingka Investments, the investment arm of Ingka Group, the world’s largest IKEA retailer, acquired Locus. Ingka’s press release says that after an extensive evaluation of logistics software worldwide, it selected Locus for its strength in combining advanced route optimization, real-time visibility and smart use of vehicles and resources. Locus continues to operate independently.

What this means for holidays. Locus’s capacity management plans fleet and driver capacity, shifts and planned absences, and Delivery Promise Management tests every re-plan so a new plan goes live only when every promised window still holds. Locus has optimised 1.5B+ deliveries for 360+ enterprise customers across 30+ countries.

What to confirm. Locus’s public pages do not describe holiday calendars by postcode, Land, community or canton, or how carrier-specific holiday rules are loaded. Ask for a demonstration in which a Saturday regional holiday and a municipality holiday are loaded and a promised date is refused or moved.

To test your own regional calendars against live capacity, schedule a demo.

For retailers asking how regional holidays affect delivery promises, Locus offers capacity-checked slots, rostered-fleet refusals and re-plan testing in one platform, so a promised date reflects the calendar of the customer’s postcode and the capacity serving it.

Frequently Asked Questions

Are public holidays the same across Germany? No. Nine holidays apply nationwide, and others, including Corpus Christi, Reformation Day and All Saints, apply only in some Länder. Land-level data is needed to quote correct delivery dates.

How do Spanish regional holidays work? Spanish law caps holidays at 14 a year, two of them local, and four are always national. Regions can substitute some national holidays with traditional ones, so the calendar varies by community and municipality.

Does Switzerland have national holidays? Only 1 August is a federal holiday treated like a Sunday across the country. The cantons set the others and can treat up to eight further days like Sundays.

Which German regional holidays matter most for parcels in 2026? Corpus Christi on Thursday 4 June and Reformation Day on Saturday 31 October, because they fall on days when parcels normally move. Several others fall on weekends in 2026.

Do carriers deliver on regional holidays? It varies and we found few official regional calendars, so ask each carrier for its rules by region in writing. DHL’s page defines working days as Monday to Saturday except public holidays but does not say whether regional holidays count.

Does Locus load holiday calendars by region? Locus’s public pages describe capacity-checked slots and refusals such as “No fleet rostered”, but not holiday calendars by postcode. Ask for a demonstration with your own calendars.
