Why cold chain dispatch is a different problem

In ambient freight, a two-hour delay costs service level. In cold chain, the same two hours can cost the load. The product is running its own clock, and no dispatch decision suspends it.

That single difference invalidates most of what general dispatch platforms optimize for. A plan that minimizes total drive time while leaving a reefer trailer idling at a receiving dock for 90 minutes is not an efficient plan; it is a plan that converted transport cost into inventory write-off. And dock dwellings are not rare. ATRI found drivers were detained at 39.3 percent of all stops in 2023, costing the industry 3.6 billion dollars in direct expenses and 11.5 billion dollars in lost productivity. In temperature-controlled freight, that same dwell is also product risk, and it compounds the carrying cost of the inventory itself, which ISM and standard supply chain references place at 20 to 30 percent of average inventory value per year, higher in perishables.

Environmental exposure is worsening rather than stabilizing. Everstream Analytics ranks extreme weather as the second-biggest threat to the global supply chain, at a 93 percent threat level. For a frozen or chilled network, ambient heat events are not a background condition; they shorten every safety margin in the plan simultaneously.

What FSMA Rule 204 changes about real-time visibility

The FDA’s Food Traceability Rule, issued under Section 204(d) of the Food Safety Modernization Act, applies to foods on the Food Traceability List, which includes leafy greens, fresh-cut produce, shell eggs, soft cheeses, deli salads, melons, tomatoes, peppers, sprouts, finfish, crustaceans, and molluscan shellfish.

The rule requires firms to maintain Key Data Elements attached to Critical Tracking Events, and two of those events sit squarely inside transportation: shipping and receiving. For each, the records tie a traceability lot code to quantity, product description, immediate previous source, recipient location, ship or receive date, and a reference document. Covered firms must be able to produce an electronic sortable spreadsheet of that data within 24 hours of an FDA request.

That last requirement is what changes the specification for dispatch software. General logistics treats real-time visibility as location plus status: where is the shipment, is it late. Cold chain under Rule 204 requires visibility as record: which lot moved on which vehicle, from which location, to which recipient, at what time, retrievable and sortable on demand. A platform that shows a live map and retains nothing queryable at lot level satisfies the operations team and not the recall.

Separately, the FDA’s Sanitary Transportation of Human Food rule requires shippers to specify operating temperature conditions in writing and carriers to demonstrate that the vehicle met them, including pre-cooling, and to furnish temperature records on request. That makes the temperature specification a dispatch input, not a carrier courtesy.

Five capabilities cold chain dispatch requires that ambient freight does not

1. Temperature-event dispatch triggers

An excursion should change the plan, not just the dashboard. When a reefer unit reports a threshold breach, the useful system behavior is to re-evaluate the load’s remaining feasibility: can this shipment still be delivered inside its integrity window, should the affected stop be resequenced to the front, should the load be diverted to the nearest compliant facility, or should it be quarantined and replaced from another node.

This is the gap most cold chain stacks have. Gartner found that while 95 percent of supply chains must react quickly to change, only 7 percent can execute decisions in real time. Temperature monitoring platforms are excellent at detecting the event and structurally unable to act on it, because dispatch authority lives in a different system.

2. Lot-level traceability capture at the shipping and receiving events

The dispatch platform is where the shipping and receiving events physically happen, which makes it the natural capture point for the associated data elements. If lot codes live only in the WMS and the dispatch platform records shipments at order level, reconciliation for a recall becomes a manual join across two systems under a 24-hour clock.

3. Dwell modeled as product risk rather than schedule risk

Ambient planners treat facility dwell as a cost of time. Cold chain planners have to treat accumulated time-above-threshold as a cost of goods. That means appointment windows, dock capacity, and expected wait time at each facility have to enter the plan as hard constraints, and the sequence has to weight at-risk loads ahead of stable ones rather than purely by distance.

4. Multi-temperature vehicle and compartment constraints

A single vehicle running frozen, chilled, and ambient compartments cannot be allocated like a homogeneous asset. Compartment capacity, product compatibility, load sequencing so that frozen is not opened repeatedly for ambient drops, and door-open time budgets all constrain which orders can share a route. Most dispatch tools model vehicle capacity as one number.

5. Chain-of-custody proof at every handoff

Each transfer between carrier, facility, and recipient is a point where accountability for temperature integrity moves. The platform needs to capture who held the product, at what temperature, for how long, with electronic proof of delivery that includes temperature state at the drop rather than only a signature.

Read honestly, no single category covers cold chain end to end. Reefer telematics owns the sensor layer and will remain the source of temperature truth. What determines outcomes is whether that signal reaches a system with the authority to change the plan. Gartner also found that only 22 percent of shippers above 1 billion dollars in revenue consider their control tower highly effective at driving action, which is the same gap measured from the buyer’s side.

Three cold chain segments, three different dispatch specifications

Grocery distribution. The defining constraint is mixed-temperature loads across a store network with fixed receiving windows. One vehicle carries frozen, chilled, and ambient to the same store, so the binding decisions are compartment allocation and door-open discipline rather than route distance. Dispatch also has to hold store appointment windows as hard constraints, because a missed window at a DC-to-store leg pushes the entire day.

Pharmaceutical last-mile. The defining constraints are custody and data. Product moves under narrower temperature bands, often with tighter excursion tolerances than food, and the traceability regime is separate: DSCSA-governed unit-level tracing rather than FSMA lot codes. Dispatch decisions have to be auditable at the individual shipment level, and the platform handling patient or provider data has to meet controlled-environment security expectations, not general SaaS defaults.

Frozen food direct-to-consumer. The defining constraint is total time to doorstep against a coolant budget rather than a mechanical reefer. Dry ice or gel packs give a fixed integrity window from pack-out, so the promise made at checkout has to be capacity-aware, and any re-sequencing during the day has to respect the remaining window on each parcel rather than optimizing the route as a whole.

Six mechanisms bound every decision: explainability, traceability, evaluation, autonomy levels, an execution sandbox, and human-in-the-loop override. Autonomy levels are the practical control. A pharmaceutical operation can run recommend-only on any decision that touches product disposition while allowing full autonomy on resequencing, then widen that boundary as evidence accumulates. Traceability means each autonomous decision leaves a record, which is the same property a recall audit needs.

Two deployments show the pattern. A leading Canadian grocery brand delivering fresh perishable food across more than 30 cities through contracted 3PL carriers replaced manual, portal-by-portal shipment creation and carrier selection with autonomous orchestration, cutting delivery times 33 percent and fulfillment costs 15 percent. Every hour previously spent on manual data entry was freshness lost in transit. Separately, a US home care provider running regulated healthcare operations deployed Locus on a HIPAA-compliant private stack with SOC 2 Type II, ISO 27701, and AES-256, achieving appointment synchronization across clinical systems in under 10 seconds at 99 percent-plus integration reliability. How to run the evaluation

Ask any shortlisted platform to walk through one scenario end to end: a chilled load reports a threshold breach 40 minutes from the next of six stops. Have them show, in the product, what the system does without a human intervening, what record the decision leaves, and what data the platform can hand an auditor about that shipment’s lot within 24 hours.

Most vendors will demonstrate the alert. The distinction worth paying for is what happens in the ninety seconds after it.
