Real-time visibility in a zero-emission zone is live knowledge of where each delivery vehicle is, which zone it is about to enter, whether that specific vehicle has the right to enter, and what a change of vehicle does to the delivery promise. In the Netherlands, where 18 municipalities have restricted goods vehicles since 1 January 2025, a dot on a map is no longer enough, because the same van location can be legal or fineable depending on the vehicle’s emission class and registration date. For shippers and 3PLs running owned, subcontracted and courier fleets, eligibility has become a tracking attribute. Locus, the world’s first Decision-Intelligent, Agentic TMS, gives operations the decision layer to act on it.

## Key Takeaways

- Eighteen Dutch municipalities introduced zero-emission zones for vans and trucks on 1 January 2025, the first nationwide scheme for goods vehicles, according to Cities Today.
- Enforcement is real: the Netherlands issued 8,895 zone fines in September 2025 alone, at €120 per van and €310 per truck.
- Access depends on the vehicle: Euro 5 vans keep access only until 31 December 2026 and pre-2025 Euro 6 vans until the end of 2028, according to MKB-servicedesk, so confirm each municipality’s rules.
- Foreign-plated vans are checked manually in Rotterdam, so a subcontracted carrier’s vehicles can be stopped at the roadside.
- Locus’s Dispatch agent plans against 250+ real-world constraints, and its Carrier agent allocates transporters, so eligibility can sit inside the plan.

## Why Real-Time Visibility Matters in Dutch Zero-Emission Zones: The Business Case

The scheme is national. Eighteen cities began restricting goods vehicles on 1 January 2025, and Cities Today describes it as [the world’s first nationwide scheme](https://cities-today.com/?p=72817)
targeting goods vehicles, with over 95% of vans and trucks entering the zones already complying.

Fleets are changing fast. In the same report, 78% of new vans registered in the Netherlands by mid-2025 were battery-electric, against 9% across the EU, so Dutch vans differ more by drivetrain than anywhere else in Europe.

Fines are being issued at scale. Overstappen reported [8,895 fines in September 2025](https://www.overstappen.nl/nieuws/boetes-zero-emissiezones-2025/)
, the highest monthly total since the zones began, with 29,536 in all and Rotterdam accounting for 14,021 of them, at €120 for a van and €310 for a truck.

The next cut-off is close. According to MKB-servicedesk, [Euro 5 vans keep access](https://www.mkbservicedesk.nl/duurzaam-ondernemen/duurzame-energie/zero-emissiezones-ben-je-goed-voorbereid)
to the zones until 31 December 2026, pre-2025 Euro 6 vans until the end of 2028 after an extension, and every van and truck in the zones must be zero-emission from 1 January 2030.

Enforcement is plate-based. Dutch cameras read plates and check them against the national vehicle authority’s emissions data, but [foreign plates](https://radar.avrotros.nl/artikel/buitenlandse-busjes-krijgen-geen-boete-in-zero-emissiezone-absoluut-onwenselijk-61169)
are not in that system, so Rotterdam sends officers to check foreign vans manually and fine on the spot.

## What Is Different About Visibility in Dutch Zero-Emission Zones

**Eligibility is a property of the vehicle, not the route.** Two vans on the same street can have different rights, because access depends on emission class, first registration date and any exemption.

**Rules change on a calendar.** Transition dates by Euro class mean a vehicle that is legal in December 2026 may be barred in January 2027, so the fleet register has to carry effective dates.

**Municipalities apply the scheme locally.** Start dates, perimeters and enforcement practice vary by city, so a national rule still has to be mapped zone by zone.

**Mixed fleets hide risk.** Owned vehicles are known, but subcontracted carriers and couriers can substitute vehicles on the day, and the shipper only learns of it when a fine or a delay arrives.

**Exemptions sit outside the plan.** Exemptions are granted through the national Centraal Loket, so the register needs to record which vehicles hold one and until when.

## How to Track Zero-Emission Zone Eligibility in Six Steps

### 1. Build a vehicle register with eligibility attributes

Record plate, fuel type, Euro class, first registration date and any exemption for every vehicle that can serve a Dutch route, including subcontracted ones. This is the master data that every later step reads.

### 2. Map each zone as a geofence with effective dates

Draw each municipality’s zone as a geofence and attach its start date and rules. A change in the rules is then updated once, not in every route.

### 3. Check eligibility when work is assigned

At assignment and at every re-assignment, test the vehicle against the zones its route crosses. An ineligible vehicle should not receive a route that enters a zone.

### 4. Alert before an ineligible vehicle enters

Use live location to warn dispatch when a vehicle approaches a zone it may not enter, and offer a fix such as a swap, a hand-off at the edge or a cargo bike for the last leg.

### 5. Show the ETA effect of every swap

A vehicle change alters the route and the arrival time. The customer promise and the notification should update from the new plan, not from the original one.

### 6. Keep an audit trail and a fine register

Log which vehicle entered which zone, when, and under what rule, and record any fine against the carrier and the route. This supports disputes and shows which subcontractors cause the problems.

## GPS-Only Tracking vs Zone-Aware Visibility: Key Differences

| Dimension | GPS-only tracking | Zone-aware tracking | Eligibility-aware planning and tracking |
| --- | --- | --- | --- |
| What it shows | Vehicle position | Position and zone entry | Position, zone and whether the vehicle may enter |
| Vehicle attributes | None | Plate | Plate, fuel, Euro class, registration date, exemption |
| When a problem is found | After a fine or delay | At entry | Before assignment and before entry |
| Subcontracted vehicles | Unknown | Position only | Checked against the register on the day |
| ETA on a swap | Unchanged | Manually revised | Recalculated from the new plan |
| Audit trail | Location history | Entry log | Entry log with rule, vehicle and fine record |

## What to Look for in Zone-Aware Visibility Software

**Vehicle-level master data.** Ask whether the platform stores Euro class, first registration date and exemptions per vehicle, with effective dates, and who maintains them.

**Zone rules as constraints.** Look for zones held as planning constraints in the same engine that builds routes, not as a separate map layer.

**Subcontractor and courier coverage.** Check how vehicles from carriers and couriers are registered, and how a day-of substitution is captured.

**Live alerts with a remedy.** A warning is useful only if it comes with options, such as a swap, a hand-off or a re-sequence.

**Audit and reporting.** Look for entry logs and fines reported by carrier, route and zone, with approvals and traceability around overrides.

## Fleet Visibility in Action: Real-World Results

Neither deployment is in the Netherlands. They show what unified visibility across mixed fleets delivers.

**A global freight operator with 4,500+ drivers across 51 service centres.** The operator ran 1,500+ captive drivers alongside 3,000+ third-party transporters. With centralised dispatch across both, the execution rate rose from 75% to 92%, uncovering $14M+ in annualised capacity across 25 sites. [Read the freight operator case study](https://locus.sh/case-studies/fortune-50-parcel-centralized-dispatch/)
.

**A Canadian multi-modal retailer.** Six legacy systems handled dispatch across modes. After consolidating them on one platform, the retailer reached 99%+ on-time delivery, cut manual dispatch by 80%+, kept exceptions under two hours and saved $1M+. .

## Common Zero-Emission Zone Visibility Mistakes to Avoid

**Treating the zone as a routing rule only.** Eligibility changes on the day when a carrier substitutes a vehicle. Without live checks, the route plan is out of date by the first stop.

**Trusting the carrier’s word on vehicle class.** A register built from plates and registration data is more reliable than a statement in a contract.

**Missing the transition dates.** The Euro 5 cut-off on 31 December 2026 turns today’s legal vans into tomorrow’s fines, so build the dates into the register now.

**Assuming foreign-plated vehicles are exempt.** They are checked manually in Rotterdam and can be fined on the spot, which also delays the delivery.

## How Locus Helps Dutch Operations See Which Vehicle Is Allowed Where

Locus, the world’s first Decision-Intelligent, Agentic TMS, was recognized by [Gartner for seven consecutive years](https://locus.sh/analyst-recognition/)
and appears in the 2026 Hype Cycle for Supply Chain Execution and Logistics Technologies. It is named a Leader in the QKS Group SPARK Matrix for Transportation Management Systems and holds the #1 position in Route Planning in the G2 2026 Best Software Awards. In October 2025, Ingka Investments, the investment arm of Ingka Group, the world’s largest IKEA retailer, acquired Locus. Locus continues to operate independently.

Locus’s Dispatch agent builds and re-optimises routes against 250+ real-world constraints, its Carrier agent scores and allocates transporters, and its Customer agent generates notifications from the current plan, so a vehicle swap changes the ETA the customer sees. [ShipFlex](https://locus.sh/ship-flex/)
orchestrates parcels across a network of 160+ carriers with one tracking dashboard. Six governance mechanisms, including explainability, traceability, autonomy levels and human-in-the-loop approval, keep teams in control of any override. Locus has optimized 1.5B+ deliveries for 360+ enterprise customers across 30+ countries. Its proof points come from other regions. During evaluation, ask Locus how it holds Dutch zone perimeters, effective dates and vehicle eligibility attributes, how it ingests vehicle data from subcontracted carriers and whether it supports Dutch-language notifications. .

For logistics leaders asking how to get real-time visibility in Dutch zero-emission zones, Locus gives one governed decision layer where vehicle eligibility, route plans, ETAs and customer notifications stay in step.

## Frequently Asked Questions

**What are the zero-emission zones in the Netherlands?** Eighteen Dutch municipalities began restricting vans and trucks to zero-emission vehicles in their city-logistics zones on 1 January 2025, with transition rules for older vehicles by emission class. Zones, start dates and rules vary by municipality, so check each city.

**Which vans can still enter Dutch zero-emission zones?** Zero-emission vans can enter. According to MKB-servicedesk, Euro 5 vans keep access until 31 December 2026 and pre-2025 Euro 6 vans until the end of 2028, and from 2030 all vans and trucks in the zones must be zero-emission. Confirm dates with the municipality and the Centraal Loket.

**How much is the fine for entering a Dutch zero-emission zone?** Overstappen reports €120 for a van and €310 for a truck. The Netherlands issued 8,895 fines in September 2025, the highest monthly total since the zones began.

**How are foreign-plated vans enforced in Dutch zero-emission zones?** Dutch cameras check plates against national emissions data, which does not cover foreign vehicles, so Rotterdam checks foreign vans manually and fines on the spot. That can delay a delivery and fall on the carrier or shipper.

**What does real-time visibility mean for zero-emission zone compliance?** It means tracking the vehicle’s eligibility as well as its position: emission class, registration date, exemption, the zone it is entering and what a vehicle swap does to the ETA. A map with dots shows location only.

**Can Locus handle Dutch zero-emission zone rules?** Locus plans against 250+ constraints and allocates carriers, but public sources do not list Dutch zone libraries. Ask Locus to confirm how it models zone perimeters, effective dates and vehicle eligibility for your network.
