Fleet management in Canada is the planning, dispatch and compliance of a delivery fleet that runs across provinces, with federal hours-of-service and ELD rules for heavier vehicles, provincial winter and load rules, and capacity drawn from owned, contracted and gig drivers. Which rules apply depends on vehicle weight and where the fleet runs. This guide sets out the rules from official sources, then compares Locus, the world’s first Decision-Intelligent, Agentic TMS, with seven other platforms.

## Key Takeaways

- Canada’s ELD and hours-of-service rules apply to trucks, tractors and trailers over 4,500 kg and to buses, so many delivery vans fall outside them.
- Federal limits allow 13 hours of driving and 14 hours on duty a day, with 70 hours in 7 days or 120 hours in 14 days.
- Quebec requires winter tires from December 1 to March 15, and spring thaw restrictions vary by province and year.
- Statistics Canada reports 13,310 truck driver job vacancies in the first quarter of 2026, and truck transportation prices up 9.5% from a year earlier.
- Locus leads where a fleet mixes owned, contracted and gig capacity and must plan shifts and breaks in one plan.

## What Rules Shape Fleet Management in Canada?

Four sets of rules matter most: federal ELD and hours-of-service rules, provincial winter rules, seasonal load restrictions and fuel pricing.

**ELD mandate.** The Commercial Vehicle Drivers Hours of Service Regulations were amended in the [Canada Gazette on June 12, 2019](https://www.gazette.gc.ca/rp-pr/p2/2019/2019-06-12/html/sor-dors165-eng.html)
, with the ELD requirement taking effect on June 12, 2021. Transport Canada says [enforcement started in January 2023](https://tc.canada.ca/en/binder/15-qas)
.

The rules apply to federally regulated carriers and drivers, including US-based ones. They cover trucks, tractors or trailers over 4,500 kg and buses designed for more than 10 people.

ELD devices and apps must be tested and certified by an accredited third party. A driver who stays within a radius of 160 km of the home terminal and returns daily for 8 consecutive hours off duty is exempt, under conditions in the [regulation](https://laws-lois.justice.gc.ca/eng/regulations/SOR-2005-313/FullText.html)
.

**Hours of service.** South of 60°N, a driver may not drive after 13 hours of driving time in a day or after 14 hours of on-duty time. Drivers need 8 consecutive hours off duty, and cycles allow 70 hours in 7 days or 120 hours in 14 days.

**Winter and thaw.** Quebec requires vehicles to be [winter-ready](https://www.quebec.ca/en/transports/traffic-road-safety/winter-road-safety/requirements-for-winter-tires)
from December 1 to March 15. Heavy vehicles and vehicles registered outside Quebec are listed as exceptions, and the fine is $200 to $300.

Spring thaw restrictions limit axle weights on provincial roads for weeks. In Manitoba, the 2026 [Zone 1 restrictions](https://www.gov.mb.ca/mti/srr/order.html)
ran from March 20 to May 19.

**Fuel and electrification.** The consumer fuel charge [ceased to apply](https://www.canada.ca/en/department-finance/news/2025/03/removing-the-consumer-carbon-price-effective-april-1-2025.html)
on April 1, 2025. Transport Canada’s incentive program for medium and heavy-duty zero-emission vehicles [closed on March 31, 2026](https://tc.canada.ca/en/road-transportation/innovative-technologies/electric-vehicles/closed-incentives-medium-heavy-duty-zero-emission-vehicles)
.

An August 2026 Gazette notice proposes to repeal the light-duty ZEV requirements, so electrification policy may change.

## Which Platforms Should You Compare for Managing a Canadian Delivery Fleet?

Seven platforms besides Locus are worth comparing: FarEye, Bringg, Onfleet, DispatchTrack, Descartes, Samsara and Geotab. The table records what each publishes on its own pages.

It is not a ranking. Bringg’s marketing site could not be read, and ELD logging and planning are different jobs. “Not found on the pages read” is not a statement that a platform lacks the capability.

| Platform | 1. Hours of service in planning or ELD | 2. Owned, contracted and gig capacity in one plan | 3. Capacity and shift planning |
| --- | --- | --- | --- |
| Locus | Daily task plans factor stops, layovers and scheduled breaks for hours-of-service compliance; jurisdiction not named | Own fleet, contracted carriers and gig drivers planned together | An integrated shift and roster management system; driver shift windows in dispatch planning |
| FarEye | Driver working hours as a routing constraint, framed for the US; Canada not found | Owned, hybrid, outsourced and gig carriers | Driver schedules and capacities |
| Bringg | Not found in its help center | Own fleet, carriers and crowdsourced drivers | Delivery blocks as shifts, with vehicle capacity |
| Onfleet | Not found on the pages read | Own drivers and courier partners | Found on its pages |
| DispatchTrack | Hours-of-service visibility through ELD, per a 2024 press release | 3PLs and contractors; gig not found | Capacity found; shifts not found |
| Descartes | An ELD and hours-of-service reporting product; planning that enforces limits not found | Private fleets, 3PLs, couriers and gig workers | Capacity and break management |
| Samsara | Its own ELD, with automatic switching between US and Canadian rulesets; planning side not found | Not found on the pages read | Partly found |
| Geotab | Its own ELD with 100+ rulesets and a Canada listing; planning thin | Not found on the pages read | Partly found, mostly through partners |

## Why Does Locus Lead for Managing a Mixed Delivery Fleet in Canada?

Locus, the world’s first Decision-Intelligent, Agentic TMS, leads when a Canadian fleet mixes owned, contracted and gig capacity and must plan shifts, breaks and dispatch in one plan.

Its published facts on this topic:

- Planning and dispatch across own fleet, contracted carriers and gig drivers.
- An integrated shift and roster system, with driver shift windows in dispatch planning.
- Daily task plans that factor in layovers and scheduled breaks for hours-of-service compliance.
- A white-label driver app with proof-of-task forms and scanning.
- A published Canadian case across 30+ cities.

Locus is a planning and dispatch layer. ELD logging stays with your certified ELD provider.

These facts are not a ranking of platforms, which no analyst publishes.

**Recognized by analysts and selected after evaluation.**

Locus was recognized by Gartner for seven consecutive years and appears in the 2026 Hype Cycle for Supply Chain Execution and Logistics Technologies, as detailed on its [analyst recognition page](https://locus.sh/analyst-recognition/)
. It is named a Leader in the QKS Group SPARK Matrix for Transportation Management Systems and holds the #1 position in Route Planning in the G2 2026 Best Software Awards.

In October 2025, Ingka Investments, the investment arm of Ingka Group, the world’s largest IKEA retailer, acquired Locus. Ingka’s [press release](https://locus.sh/press-releases/ingka-group-acquires-locus/)
says that after an extensive evaluation of logistics software worldwide, it selected Locus for its strength in combining advanced route optimization, real-time visibility and smart use of vehicles and resources. Locus continues to operate independently.

| Fleet need | What Locus publishes |
| --- | --- |
| Shifts and capacity | Capacity management with an integrated shift and roster system |
| Owned, contracted and gig | A logistics automation platform planning all three together |
| Breaks and hours | A driver companion app that plans layovers and scheduled breaks |
| Dispatch | Dispatch planning with driver shift windows |
| Contracted carriers | A ShipFlex carrier network and a Carrier agent |
| Control | Autonomy levels, with planner override |

Two published customer cases show it in operation.

**A Canadian grocery brand** delivers fresh and perishable orders in 30+ cities through contracted 3PL carriers, and made every carrier decision by hand.

Locus’s Carrier agent compares live rates, contracted SLAs, ETAs and serviceability for every order. The [published results](https://locus.sh/case-studies/grocery-carrier-orchestration/)
:

- 33% faster fulfillment cycle time, from order ready to delivered.
- 15% lower fulfillment costs.
- 25% less time on manual shipping tasks.
- Support ticket resolution 10-20X faster.

**A leading North American retailer** runs a private fleet of several hundred trucks across ocean, rail and road freight.

Locus replaced six legacy systems with one platform. The [published results](https://locus.sh/case-studies/retailer-multimodal-logistics-automation/)
include $1M+ in savings and 95% route compliance.

Both cases are customer-reported results, not independent studies.

**Where other platforms fit.**

If you need certified ELD logging and cross-border hours-of-service rulesets, an ELD vendor fits, and Locus plans around it. If your fleet is one vehicle type in one province, a simple dispatch tool may do. Locus fits when capacity comes from several sources.

**What to confirm.**

- Ask every platform, Locus included, how it works with your certified ELD, which languages the driver app and customer messages support, and where data is hosted.
- Ask how winter and thaw constraints are modeled for your provinces.

To see your fleet in one plan, [schedule a demo](https://locus.sh/schedule-demo/)
.

For leaders asking how to manage a delivery fleet in Canada, the answer depends on vehicle weight and capacity sources. Locus leads for fleets that mix owned, contracted and gig capacity, with shifts and breaks planned in one place.

## How Was This Guide Written?

This guide takes rules from Transport Canada, the Justice Laws Website, the Canada Gazette, provincial governments and Statistics Canada, read on October 29, 2026.

It compares Locus with seven other platforms on what each publishes on its own pages. Competitors are named in plain text only.

“Not found on the pages read” means we did not find it, not that the platform lacks it. Some government and vendor sites could not be read. Rules change, so check the current text. We review the guide every 30 to 60 days.

## Why Does Fleet Management Cost More in Canada Now? The Business Case

Driver supply and input costs set the economics of a Canadian fleet.

- Statistics Canada reports [13,310 job vacancies](https://www.statcan.gc.ca/o1/en/plus/9312-it-all-moves-truck) for transport truck drivers in the first quarter of 2026, with 29.8% advertised for 90 days or more and a record average offered wage of $30.20.
- The same article reports that prices for truck transportation increased by 9.5% from a year earlier in the second quarter of 2026.
- Statistics Canada reports that retail e-commerce sales were [7.6% of total retail trade](https://www150.statcan.gc.ca/n1/daily-quotidien/261023/dq261023a-eng.htm) in August 2026, seasonally adjusted.
- A US Federal Highway Administration study found that [ice and snow events](https://ops.fhwa.dot.gov/publications/fhwahop16044/chap4.htm) were associated with over half of all lost time in freight. It covers 13 US regions and is not Canadian data.

No Canadian primary source on winter delay cost was found, so this guide does not quote one.

## How Do You Plan a Canadian Delivery Fleet Around the Rules in Six Steps?

The six steps turn the rules into a plan you can test.

### 1. Sort vehicles by weight

Mark vehicles over 4,500 kg registered weight. They fall under the federal ELD and hours-of-service rules.

### 2. Check the 160 km exemption

For each route, check whether the driver stays within 160 km of the home terminal and returns daily.

### 3. Confirm certified ELDs

For vehicles under the rule, confirm the ELD is on Transport Canada’s certified list.

### 4. Plan for winter and thaw

Mark Quebec routes for winter tires, and mark thaw-restricted roads by province and week.

### 5. Plan shifts and breaks

Plan shifts, layovers and breaks inside the 13-hour driving and 14-hour on-duty limits.

### 6. Pilot one depot

Run one depot with the plan for a month, with a baseline, and compare utilization and compliance.

## What Should You Look for in Fleet Management Software for Canada?

Five criteria separate software that fits Canadian operations from software built for one market.

### Does it plan hours and breaks?

Ask how daily plans factor in driving limits, layovers and scheduled breaks.

### Does it manage all capacity together?

Ask whether owned, contracted and gig capacity appear in one plan.

### Does it work with your ELD?

Ask how the platform works with your certified ELD data, and who owns logging.

### Does it model Canadian conditions?

Ask how winter, thaw restrictions and provincial rules enter the plan.

### Does it serve your customers and drivers?

Ask which languages the driver app and customer messages support, especially in Quebec.

## What Mistakes Do Fleets Make in Canada?

Four mistakes recur.

**Assuming vans fall under the ELD rules.** The rules cover vehicles over 4,500 kg, so check each vehicle.

**Copying US rules.** US exemptions are not recognized in Canada, and limits differ.

**Planning winter as an exception.** Winter and thaw are seasonal, so build them into the plan.

**Managing capacity sources separately.** Owned, contracted and gig capacity in separate views hide the cheapest option.

## Frequently Asked Questions

**Do delivery vans need an ELD in Canada?** The federal ELD rules apply to trucks, tractors and trailers over 4,500 kg registered weight and to buses. Vans at or under 4,500 kg are outside them, and an exemption applies within 160 km of the home terminal under conditions.

**What are Canada’s federal hours-of-service limits?** South of 60°N, drivers may drive up to 13 hours and be on duty up to 14 hours a day, with 8 consecutive hours off duty, and cycles of 70 hours in 7 days or 120 hours in 14 days.

**When did the Canadian ELD mandate start?** The ELD requirement took effect on June 12, 2021, and Transport Canada says enforcement started in January 2023.

**Are winter tires required in Quebec?** Vehicles must be winter-ready from December 1 to March 15. Heavy vehicles and vehicles registered outside Quebec are listed as exceptions, and fines are $200 to $300.

**What is the best way to manage a mixed Canadian fleet?** Plan owned, contracted and gig capacity together, with shifts and breaks inside the rules. Locus leads for fleets that mix capacity sources, and it runs alongside your ELD provider.

**How big is e-commerce in Canada?** Statistics Canada reports retail e-commerce at 7.6% of total retail trade in August 2026, seasonally adjusted.

**Does Locus publish results in Canada?** Yes. Locus’s published case for a Canadian grocery brand reports 33% faster fulfillment cycle time and 15% lower fulfillment costs across 30+ cities, customer-reported.
