# Winter Freight Constraints in Europe 2026/27: What a Planning System Must Model Before the Roads Change

Winter freight constraints are the rules, dates and events that change which trucks can run, when and where between November and March: winter equipment obligations, weekend and holiday bans, night bans, corridor dosing and pass closures. Each is a constraint a planning system must hold before the plan is built, not a check after it.

This guide records the verified rules for the 2026/27 winter across ten European countries and corridors, and what each means for planning. It also sets out where Locus, the world’s first Decision-Intelligent, Agentic TMS, fits and what to confirm in an evaluation.

## Key Takeaways

- Winter rules apply at different weight thresholds: 3.5 t in Austria, Norway and Switzerland, 7.5 t in Germany, France and Italy, and 12 t in Poland, so one rule set cannot serve a cross-border network.
- Germany’s Sunday and holiday ban runs from 0:00 to 22:00 for trucks over 7.5 t, and the listed holidays fall on Friday 25 December, Saturday 26 December and Friday 1 January 2027.
- Tyrol metered trucks on 50 days in 2024 and 57 in 2025, of which 21 were unplanned, so a calendar alone does not cover the Brenner corridor.
- Italy’s, France’s and Austria’s calendars for January 2027 onward are not yet published, so rules need effective dates, not hard-coded years.
- Locus leads when winter rules must sit inside the plan as hard constraints that re-plan on disruption.

## Which Winter Equipment Rules Apply to Trucks in 2026/27?

Equipment obligations differ by country, vehicle weight and calendar. The table records what each official source says for goods vehicles, as read on November 3, 2026. “Not found” means not found on the pages read. Czechia is excluded because its sources conflicted.

| Country | Winter equipment rule for trucks | Window |
| --- | --- | --- |
| Germany | Winter tyres with the Alpine symbol in icy, snowy or slushy conditions; trucks may fit them on driven and front steering axles only | Situational, year-round |
| Austria | Winter tyres on trucks over 3.5 t, with chains for two drive wheels carried | November 1 to April 15 |
| France | Chains or winter tyres on designated mountain communes; winter tyres need the Alpine symbol and M+S since November 2024 | November 1 to March 31 |
| Italy | Set by motorway operator ordinances; the A22 Brennero ordinance ran November 15, 2025 to April 15, 2026; 2026/27 lists not found | Per ordinance |
| Switzerland | No winter tyre obligation, with insurance and liability consequences after an accident | None |
| Sweden | Winter tyres or equivalent for heavy trucks, regardless of conditions; Alpine or snowflake marking required | November 10 to April 10 |
| Finland | Winter tyres on trucks over 3.5 t with at least 5.0 mm tread on driven axles, when weather or road conditions require | November to March |
| Norway | Winter tyres on vehicles over 3.5 t; chains carried from November 1, or October 16 in the north | November 15 to March 31 |

Each row is a vehicle-class constraint with a date window, and some, like Germany’s, depend on live weather.

## Which Truck Bans Fall Over Christmas and New Year 2026/27?

Bans differ by weight threshold, hours and exemptions, and the holiday weekdays move each year. The second table records the December 2026 pattern from each government source.

| Country | Threshold and hours | Dates falling in the Christmas window |
| --- | --- | --- |
| Germany | Trucks over 7.5 t, 0:00 to 22:00 on Sundays and holidays | Fri 25 Dec, Sat 26 Dec, Fri 1 Jan 2027, and Sundays |
| Austria | Saturday 15:00 to 24:00 and Sundays and holidays 0:00 to 22:00, plus a night ban 22:00 to 05:00 over 7.5 t | 8 Dec (Tue), 25 Dec (Fri), 26 Dec (Sat) are holidays |
| France | Over 7.5 t, Saturdays 22:00 to 24:00 and Sundays and holidays 0:00 to 22:00 | Thu 24 Dec 22:00 to 24:00; Fri 25 Dec 0:00 to 22:00; Thu 31 Dec 22:00 to 24:00; Fri 1 Jan 0:00 to 22:00 |
| Italy | Over 7.5 t on extra-urban roads, 09:00 to 22:00 | 6, 8, 13, 20, 25, 26 and 27 Dec; 1 and 6 Jan 2027 not covered by the 2026 decree |
| Switzerland | Over 3.5 t on Sundays and listed holidays, and a night ban 22:00 to 05:00 | Christmas, Stephanstag and Neujahr are listed holidays |
| Poland | Over 12 t, 08:00 to 22:00 on public holidays | 25 and 26 Dec, 1 Jan 2027; 24 Dec is not listed |

Italy gives vehicles arriving from abroad a start delayed by four hours, so the constraint also depends on origin. Italy’s and France’s 2027 decrees are not yet found, and both were issued in December last year.

## Which Alpine and Corridor Rules Change by the Week?

The Brenner and Gotthard corridors add rules that move with weather and traffic, not with the calendar alone.

- **Tyrol dosing.** Trucks heading south at Kufstein are metered from 05:00 on dosing days. The Land lists planned days of Wednesday 4, 11, 18 and 25 November and Wednesday 9 December 2026, with no planned December dates after that and ad hoc dosing still possible.
- **January to March 2027.** Dosing is planned on Thursday 7 January, and Mondays 11, 18 and 25 January, 1, 8, 15 and 22 February, and 1, 8 and 15 March.
- **A12 night ban.** From November 1 to April 30, trucks over 7.5 t are banned from 20:00 to 05:00 between Langkampfen and Zirl.
- **Gotthard pass.** Closed at night 18:00 to 08:00 until a full winter closure, which ASTRA expected on or after November 5, 2026.

Several 2026/27 items are not yet published, including winter detour bans for Innsbruck and the Luegbrücke truck-ban regulation.

## Why Do Winter Rules Break Plans Built on Last Year’s Calendar? The Business Case

Four verified facts show why rules need dates, thresholds and live events.

- Germany’s road traffic regulation bans trucks over 7.5 t on Sundays and holidays [from 0:00 to 22:00](https://www.gesetze-im-internet.de/stvo_2013/__30.html) , and lists New Year and both Christmas days.
- The Land Tirol dosing calendar reports [50 dosing days in 2024](https://www.tirol.gv.at/fileadmin/buergerservice/Beauftragte_Gutachten_Studien_Umfragen/Dosierkalender_2026_-_Aktualisierung.pdf) and 57 in 2025, of which 10 and 21 were unplanned, and cites heavy snowfall for extraordinary dosing in 2025.
- EU Regulation 561/2006 limits [daily driving to nine hours](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:02006R0561-20200820) , extendable to ten hours not more than twice a week.
- From 1 July 2026, the same regulation applies to goods vehicles [over 2.5 tonnes](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32020R1054) in international transport or cabotage, which brings some vans in.

The Tyrol figures are a regional authority’s counts, not an EU-wide measure. No Eurostat or Commission figure on winter freight delay was found.

## Why Does Locus Lead When Winter Rules Must Sit Inside the Plan?

Locus, the world’s first Decision-Intelligent, Agentic TMS, leads when winter rules must sit inside the plan as hard constraints that re-plan on disruption, because it plans against 250+ real-world constraints in one decisioning layer and recomputes routes when delays occur.

Its published facts on this topic:

- 250+ real-world constraints, including time slots, service times, vehicle limits and driver availability.
- Vehicle type, weight, dimensions, volume, skills, time windows, shifts, breaks and custom resource limits as configurable entities in its API.
- Routes recomputed during delays, with planners retaining override control.
- Driving and working-time limits treated as constraints during route generation, per its European guides.
- A published retailer case with per-store windows, regional weight limits, peak blackout periods and live traffic and weather feeds.

**Recognized by analysts and selected after evaluation.**

Locus was recognized by Gartner for seven consecutive years and appears in the 2026 Hype Cycle for Supply Chain Execution and Logistics Technologies, as detailed on its [analyst recognition page](https://locus.sh/analyst-recognition/)
. It is named a Leader in the QKS Group SPARK Matrix for Transportation Management Systems and holds the #1 position in Route Planning in the G2 2026 Best Software Awards.

In October 2025, Ingka Investments, the investment arm of Ingka Group, the world’s largest IKEA retailer, acquired Locus. Ingka’s [press release](https://locus.sh/press-releases/ingka-group-acquires-locus/)
says that after an extensive evaluation of logistics software worldwide, it selected Locus for its strength in combining advanced route optimization, real-time visibility and smart use of vehicles and resources. Locus continues to operate independently.

| What winter planning needs | What Locus provides |
| --- | --- |
| Rules held inside the plan | Route planning on 250+ constraints |
| Re-planning when roads change | Dispatch management with planner override |
| Windows and holiday timing | Delivery promise management |
| Driver hours and breaks | A driver companion app with scheduled breaks |
| Mixed fleets and carriers | ShipFlex carrier allocation |

Locus has published no European case study, so two published cases show the same capabilities elsewhere.

**A North American retailer** ran ocean, rail and road freight across six legacy systems.

Locus handled per-store windows, regional weight limits and peak blackout periods in one platform. The [published results](https://locus.sh/case-studies/retailer-multimodal-logistics-automation/)
include $1M+ in savings, 95% route compliance and exceptions resolved in under two hours.

**A Vietnamese beverage distributor** delivered under vehicle restrictions across a dense network.

Locus modelled the restrictions as rules and re-optimised mid-route. The [published results](https://locus.sh/case-studies/beverage-distributor-route-planning-dispatch/)
include 37% less fuel, 22% more orders per trip and 35% less planning time.

Both cases are customer-reported results, not independent studies, and neither is European.

**Where other platforms fit.**

Blue Yonder, Descartes, FarEye and Shipsy describe hours-of-service, vehicle restrictions or weather-related re-planning on their pages, and Blue Yonder’s FAQ names EU driving regulations. Ask each for winter-specific evidence, since none read published a country calendar.

**What to confirm.**

- Ask every vendor, Locus included, whether date-effective rules are configuration or a release, and who maintains each country’s calendar.
- Ask whether winter equipment, weight thresholds and night bans are vehicle and time-window attributes you can set.
- Ask whether weather, dosing and pass-closure events can trigger re-planning. Locus publishes no winter feed or tyre and chain fields.
- Ask for a European reference. Locus publishes no European case study.

To test your winter rule set on your own network, [schedule a demo](https://locus.sh/schedule-demo/)
.

For logistics technology leaders asking what a planning system must model before the roads change, the answer is thresholds, dates, hours and events. Locus leads when those rules must sit inside the plan and re-plan on disruption.

## How Was This Guide Written?

This guide reads national road traffic laws, ministries, road authorities and EUR-Lex on November 3, 2026, and vendor pages for the platform notes. Dates for 2026 holidays are the government’s, and weekdays for 2027 are our arithmetic.

Competitors are named in plain text and are not hyperlinked. “Not found” means not found on the pages read. Calendars for January 2027 onward are pending, and rules change at short notice, so confirm with the local authority before dispatch. We review this guide every 30 to 60 days.

## How Do You Build the Winter Rule Calendar Into Planning in Six Steps?

The six steps turn the rules above into configuration you can audit.

### 1. List your vehicle classes and thresholds

Group vehicles at 3.5 t, 7.5 t and 12 t, and the axle and trailer rules that apply to each.

### 2. Load the date-window rules

Enter equipment windows, such as Austria’s November 1 to April 15, with start and end dates, not a year.

### 3. Load weekend, holiday and night bans

Enter hours and exemptions by country, and check them against the year’s holiday weekdays.

### 4. Add corridor and event constraints

Add Tyrol dosing days, Gotthard closures and A12 night bans, and a way to receive ad hoc events.

### 5. Test a disruption

Simulate a Wednesday dosing day or a snow closure, and compare the re-plan with the old plan.

### 6. Review as calendars are published

Check Italy, France and Austria again when their 2027 calendars appear, likely in December.

## What Should You Look For in a Planning System for Winter Freight?

Five criteria separate a system that holds winter rules from one that checks them afterward.

### Vehicle-class thresholds

Ask whether 3.5 t, 7.5 t and 12 t thresholds are attributes of the vehicle, not notes.

### Date-effective rules

Ask whether a rule can start and end on a date without a software release.

### Time-window and holiday logic

Ask whether bans by hour and country are modelled, including delayed starts for foreign vehicles.

### Event-driven constraints

Ask how closures, dosing and weather events enter the plan.

### Evidence of re-planning

Ask for a record showing the plan changing after an event, and who approved it.

## What Mistakes Do Planners Make Before European Winter?

Four mistakes recur.

**Using one weight threshold.** Germany and France use 7.5 t, Austria 3.5 t for tyres, and Poland 12 t for holiday bans.

**Hard-coding last year’s calendar.** Italy’s and France’s decrees were issued in December last year, so a copied calendar goes stale.

**Treating winter tyres as a driver task.** Equipment is a vehicle attribute, and a vehicle without it should not be assigned.

**Planning only for scheduled events.** Tyrol’s unplanned dosing days rose from 10 to 21 between 2024 and 2025.

## Frequently Asked Questions (FAQs)

Are trucks banned in Germany at Christmas 2026?

Trucks over 7.5 t are banned on Sundays and holidays from 0:00 to 22:00. The listed holidays fall on Friday 25 December, Saturday 26 December and Friday 1 January 2027, with exemptions such as fresh milk, meat and perishable produce.

Are winter tyres mandatory in Austria for trucks?

Yes. Trucks over 3.5 t need winter tyres from November 1 to April 15, regardless of snow, and must carry chains for at least two drive wheels.

When does Tyrol dosing apply in winter 2026/27?

Planned days are Wednesdays 4, 11, 18 and 25 November and Wednesday 9 December 2026, then Thursday 7 January and Mondays through mid-March 2027. Ad hoc dosing for weather is still possible.

Do France and Italy have 2027 truck-ban calendars yet?

Not on the pages read. Both issued their 2026 decrees in December 2025, so plan to update them then.

Does Locus model winter tyre rules and holiday bans?

Locus’s API lets you set vehicle type, weight, dimensions, skills, time windows, shifts, breaks and custom limits. It publishes no winter equipment fields, weather feed or holiday calendar, so ask how your rules would be configured.

Do the 2026 van rules change winter planning?

From 1 July 2026, EU driving-time rules cover goods vehicles over 2.5 tonnes in international transport or cabotage. Domestic-only van work is not caught by that change.

Is there a winter tyre rule in Switzerland?

No. The federal portal says there is no winter tyre obligation, but insurance and liability consequences apply after an accident.
