Driver CPC, short for Certificate of Professional Competence, is the qualification that professional lorry, bus and coach drivers in the EU and the UK must renew by completing periodic training. For goods drivers the requirement is 35 hours of training every five years, given in blocks of at least seven hours. For an operator with 100 drivers, that is about 700 training hours a year, or around 100 driver-days, and it is easy to lose routes if those days cluster around the same deadlines. Treating training as a dispatch constraint, with deadlines tracked, blocks planned and spare capacity reserved, turns a compliance chore into a predictable roster input.

## Key Takeaways

- Directive (EU) 2022/2561 requires 35 hours of periodic training every five years, in periods of at least seven hours, with e-learning capped at 12 hours.
- In the UK, driving professionally without Driver CPC can bring a fine of up to £1,000, and not carrying the card a £50 fixed penalty.
- Since December 2024 the UK has international courses of at least seven hours, valid in the UK and EU, and national courses of at least 3.5 hours, valid only in the UK.
- In the worked model, a 100-driver fleet averages 0.4 drivers in training a day, but a quarter holding 30% of deadlines puts about 2.4 off the road daily.
- Locus’s public pages describe shift and roster planning, but not Driver CPC expiry tracking, so confirm that in a demo.

## Why Driver CPC Scheduling Matters: The Business Case

The rule is simple, the scale is not, and the labor market leaves little slack.

- Directive (EU) 2022/2561, the codification of the original CPC directive, sets periodic training at [35 hours every five years](https://eur-lex.europa.eu/eli/dir/2022/2561/oj) , in periods of at least seven hours that may be split over two consecutive days.
- The same directive limits e-learning to [12 hours](https://eur-lex.europa.eu/eli/dir/2022/2561/oj) of the 35 and requires at least one period to cover road safety.
- In the UK, a driver [can be fined up to £1,000](https://www.gov.uk/driver-cpc-training/if-you-miss-your-training-deadline) for driving professionally without Driver CPC and cannot drive professionally until the training is done.
- UK drivers must carry the card, and [a £50 fixed penalty](https://www.gov.uk/driver-cpc-training/getting-your-driver-cpc-card) applies for driving professionally without it.
- IRU’s 2025 survey, published in June 2026, put Europe’s truck driver shortage at [13%, around 502,000 unfilled positions](https://www.iru.org/node/18747) , with 65% of European operators ranking it their most urgent issue.
- A Road Haulage Association survey reported in 2022 found [67% of members](https://trans.info/en/rha-survey-cpc-273135) said Driver CPC courses are too long, though the sample size was not stated, and reports of the same survey give another figure for how many wanted reform.

We found no credible industry figure for what 35 hours of training costs an operator per driver, so the model below uses assumptions you can replace.

## How to Schedule Driver CPC Training Without Losing Routes in Six Steps

The six steps put the training calendar next to the delivery plan.

### 1. Build a register of deadlines

List every driver’s licence categories, the date of their last periodic training and their five-year deadline. In the EU, the first periodic training must be completed within five years of the initial CPC, although Member States may set a period between three and seven years.

### 2. Check who is actually in scope

The directive applies to drivers of vehicles needing categories C1, C1+E, C, C+E, D1, D1+E, D or D+E, and it exempts certain uses, such as vehicles limited to 45 km/h and carrying material or equipment for the driver’s own work when driving is not the principal activity. In the UK, the guidance applies a 30% test for driving as a share of monthly work. Confirm each driver’s status.

### 3. Spread the deadlines

Look at how many deadlines fall in each quarter. Hiring waves create clusters, and clusters create gaps, so move some drivers’ training earlier and keep it within the allowed window.

### 4. Plan blocks, not scattered hours

Because training comes in periods of at least seven hours, book whole days or two consecutive half days, and place them in the weeks where demand is lowest.

### 5. Reserve spare capacity

Treat a driver in training like a driver on holiday: take them out of the roster in advance, and size spare drivers and vehicles for the weeks with the most training.

### 6. Re-plan when courses move

Courses get cancelled or full, so re-run the roster when a booking changes and keep a reserve list of alternative dates.

## EU Course, UK International Course, UK National Course and E-Learning: Key Differences

| Option | Minimum block | Valid where | Notes |
| --- | --- | --- | --- |
| EU periodic training | 7 hours, may be split over two consecutive days | EU Member States | 35 hours every five years, up to 12 hours by e-learning |
| UK international course | 7 hours | UK and EU | Gives the International Driver CPC |
| UK national course | 3.5 hours | UK only | Card marked for domestic UK use only |
| E-learning element | Counts toward the 35 hours | As the course type | Up to 12 hours counts under both UK types |

According to the minutes of an EU-UK committee meeting on 30 October 2025, which we could not link here, the EU had not recognised the UK national route and the Commission said it preferred a uniform approach for all drivers. Drivers who go to the EU should therefore hold international training.

## What to Look for in Driver Scheduling Software

### Qualification expiry as a constraint

The software should hold each driver’s certificates and expiry dates and prevent a route being assigned to a driver whose qualification has lapsed.

### Planned absence in capacity planning

Training days should reduce available capacity in the plan in the same way as holidays and sickness do.

### Visibility of clusters

Look for a view of deadlines by month or quarter, so you can see a cluster before it becomes a gap.

### Skills and vehicle matching

Drivers qualified for different vehicle classes should be matched to the right vehicles, so a training schedule does not leave a heavy vehicle without a qualified driver.

### Fast re-planning

When a course moves, the roster and routes should be re-planned quickly and without manual rework.

## Driver CPC Scheduling in Action: Real-World Results

**A bunching model on illustrative numbers.** The figures are assumptions. A fleet has 100 drivers who each need 35 hours every five years, taken as five seven-hour days. That is 100 training days a year, or about 0.4 drivers in training on an average working day if the days are spread evenly over 250 working days. The fleet runs 95 routes a day, so it has 5 spare drivers, and 4 of them are typically absent for holiday or sickness, leaving about 1 spare.

| Scenario | Training driver-days in the quarter | Drivers in training per working day | Spare capacity left | Routes uncovered per day |
| --- | --- | --- | --- | --- |
| Even spread | 25 | 0.4 | About 0.6 | 0 |
| 30% of deadlines in one quarter | 150 | 2.4 | None | About 1.4 |

With 63 working days in the quarter, 1.4 uncovered routes a day is about 88 route-days. At an assumed contribution of €400 a route-day, that is about €35,000 of lost contribution in one quarter, against a total training cost of about €63,500 a year for the fleet under the assumptions of a €60 course fee per seven-hour block, €175 of paid driver time and €400 of lost contribution per training day. The total cost is the same either way, and the bunching decides whether it shows up as a manageable roster entry or as missed routes.

**What the evidence on the rules adds.** We found no Commission proposal to amend the CPC rules in 2025 or 2026, and the Commission’s news item on the revised Driving Licences Directive does not mention them. In the UK, a Driver and Vehicle Standards Agency survey on arranging and taking Driver CPC training ran in February and March 2026, and we found no published outcome. Plan on the rules as they stand.

**A global food and beverage leader.** In Thailand alone the company moves more than 18 million orders a year, and its Capacity Agent forecasts demand and right-sizes the fleet so each trip launches with the right truck type, with 4,500+ riders on the driver app. It reported 97%+ SLA adherence across six markets. The case shows capacity planning at scale, and it is not a Driver CPC result. [Read the global FMCG case study](https://locus.sh/case-studies/global-fmcg-logistics-automation/)
.

**A Fortune 50 parcel and logistics leader.** The enterprise’s decisioning layer models certifications and other driver attributes among its 250+ operational constraints for 4,500+ captive and third-party drivers, and weekly execution rose from 75% to 92% across 51 sites. The case shows qualifications working as planning constraints, and it does not concern Driver CPC. .

## Common Driver CPC Scheduling Mistakes to Avoid

**Leaving training until the deadline.** A driver whose deadline passes cannot drive professionally in the UK until the training is done, so a late course becomes a route gap.

**Letting deadlines cluster after hiring waves.** Drivers hired together have deadlines together, so stagger them early.

**Mixing up course types.** A UK national course card is for domestic use only, so a driver who goes to the EU needs international training.

**Treating training as a surprise absence.** It is known years in advance, so it belongs in the roster and not in the exception queue.

## How Locus Approaches Driver Capacity and Qualifications

Locus, the world’s first Decision-Intelligent, Agentic TMS, plans driver capacity as part of dispatch. Its [capacity management](https://locus.sh/capacity-management-software/)
tracks driver and vehicle availability across teams, applies shifts, and plans around sick days and holidays with an integrated shift and roster system, and its [Route Planning System](https://locus.sh/route-planning-system/)
plans against 250+ real-world constraints, including driver availability and skills.

**Recognized by analysts and selected after evaluation.** Locus was recognized by Gartner for seven consecutive years and appears in the 2026 Hype Cycle for Supply Chain Execution and Logistics Technologies, as detailed on its [analyst recognition page](https://locus.sh/analyst-recognition/)
. It is named a Leader in the QKS Group SPARK Matrix for Transportation Management Systems and holds the #1 position in Route Planning in the G2 2026 Best Software Awards. In October 2025, Ingka Investments, the investment arm of Ingka Group, the world’s largest IKEA retailer, acquired Locus. Ingka’s [press release](https://locus.sh/press-releases/ingka-group-acquires-locus/)
says that after an extensive evaluation of logistics software worldwide, it selected Locus for its strength in combining advanced route optimization, real-time visibility and smart use of vehicles and resources. Locus continues to operate independently.

**What this means for training days.** Locus’s Capacity agent forecasts demand and right-sizes the fleet, and its six governance mechanisms let your team see and override how drivers are assigned. Locus has optimised 1.5B+ deliveries for 360+ enterprise customers across 30+ countries.

**What to confirm.** Locus’s public pages do not describe Driver CPC expiry tracking, training-block booking or alerts for clustered deadlines. Ask for a demonstration in which a driver’s qualification expires and a block of training days is entered as planned absence and the roster re-planned.

To model your own training calendar against live capacity, [schedule a demo](https://locus.sh/schedule-demo/)
.

For fleet leaders asking how to schedule Driver CPC training, Locus offers shift and roster planning, planned-absence handling and constraint-based dispatch in one platform, so training days reduce capacity in the plan before they reduce it on the road.

## Frequently Asked Questions

**How much training does Driver CPC require?** 35 hours of periodic training every five years, in periods of at least seven hours that may be split over two consecutive days, according to Directive (EU) 2022/2561, and the UK applies the same 35 hours every five years.

**Who needs Driver CPC?** Drivers of vehicles requiring categories C1, C1+E, C, C+E, D1, D1+E, D or D+E, subject to exemptions such as vehicles limited to 45 km/h and carrying equipment for the driver’s own work when driving is not the principal activity.

**What happens if a UK driver’s training lapses?** They cannot drive professionally until the training is done, and they can be fined up to £1,000. A £50 fixed penalty applies for not carrying the card.

**Can UK drivers use national courses in the EU?** No. The UK national course gives a card marked for domestic UK use only, so drivers who go to the EU need international training.

**Is e-learning allowed?** Yes, up to 12 hours of the 35 count under the EU directive and under both UK course types.

**Does Locus track Driver CPC?** Locus’s public pages describe driver availability, skills and certifications as planning constraints, and shift and roster management, but not Driver CPC expiry tracking. Ask for a demonstration with your own deadlines.
