Delivery software for beer, wine and spirits distributors plans routes and drivers for licensed alcohol deliveries, captures proof that the right adult received the order, and keeps records that a regulator or licensee can inspect.

The best software is the one that enforces who may deliver and what must be checked at the door, not only the route. This guide sets out what state regulators say, then compares Locus, the world’s first Decision-Intelligent, Agentic TMS, with seven other platforms.

## Key Takeaways

- California’s alcohol regulator says licensees are ultimately responsible for deliveries made away from their premises, whether by their own employees, third-party services or anyone else.
- Texas requires the recipient to present valid identification to the driver, and requires either an app acknowledgment or a signed receipt.
- An Oregon regulator study found that 37% of observed third-party home alcohol deliveries did not meet ID checking requirements.
- Florida limits manufacturer and distributor deliveries to vehicles owned or leased by the licensee, which is a route and fleet rule.
- Locus leads on the decision layer, with eligible drivers, vehicles and route rules planned together, and proof and audit trails captured at the door.

## What Do Regulators Say About Alcohol Delivery?

State rules differ, and four examples show the pattern: liability stays with the licensee, identity is checked at the door and some rules restrict the vehicle.

**California.** The Department of Alcoholic Beverage Control says licensees are [ultimately responsible](https://www.abc.ca.gov/delivery-of-alcoholic-beverages/)
for deliveries away from their premises, whether by their own employees or by third-party services. Its decoy advisory says discipline can follow even if the licensee [attempts to confirm age](https://www.abc.ca.gov/delivery-minor-decoy-requirements-industry-advisory/)
at the time of sale. These advisories date from 2020.

**Texas.** TABC’s delivery advisory says both delivery authorities require the recipient to present [valid proof of identity](https://www.tabc.texas.gov/static/sites/default/files/2020-06/mpa-061.pdf)
and age before the alcohol is handed over.

The delivery must be acknowledged on a software application or a receipt must be signed, drivers must be at least 21, and undeliverable alcohol must be returned and documented. TABC says the advisory will be updated for a new law, so check its current version.

**Florida.** Statute 561.57 requires the recipient’s identity and age to be [verified and documented at delivery](https://www.flsenate.gov/Laws/Statutes/2025/561.57)
, by a licensee or a third party. It also limits manufacturer and distributor deliveries to vehicles owned or leased by the licensee.

**Oregon and Utah.** An Oregon regulator study reported by NABCA found [37% of home deliveries](https://www.nabca.org/nabca-awards-oregon)
did not meet ID checking requirements. NABCA also reports a [new 100% ID law](https://www.nabca.org/control-states-news/new-100-id-law-begins-jan-1-2026)
from January 1, 2026, which requires licensed establishments to check ID for every customer, and does not say it applies to doorstep delivery.

Shipping between states is governed by the receiving state’s law, so check each state.

## Which Platforms Should You Compare for Alcohol Delivery?

Seven platforms besides Locus are worth comparing: Onfleet, Bringg, FarEye, DispatchTrack, Descartes, Routific and Track-POD. The tables record what each publishes on its own pages.

It is not a ranking, and no vendor was found publishing a licensing-by-state routing feature. “Not found on the pages read” is not a statement that a platform lacks the capability.

| Platform | 1. ID or age check at delivery | 2. Signature or attended delivery | 3. Rejection or return when the check fails |
| --- | --- | --- | --- |
| Locus | Custom proof-of-task forms and checklists; an ID step is configured and confirmed in evaluation | Customer signature capture and chain of custody | Automated return-to-origin workflows and cancellation by checklist |
| Onfleet | Drivers scan the recipient’s ID in the app; enforced at the task level; ID verification on Scale plans and above | Contactless signatures and signature proof | Handling of a failed ID not found on the pages read |
| Bringg | Driver actions prompt ID verification for age-restricted items, with an age-restricted field on inventory; whether the ID is scanned or checked by eye is not stated | Signatures among driver actions | Delivery rejections with reasons |
| FarEye | ID verification described as a capability proof software should include; not stated as its own feature | Digital signature and photos | Not found on the pages read |
| DispatchTrack | Not found on the pages read | Timestamped, geostamped pictures and signatures | Not found on the pages read |
| Descartes | Not found on the pages read | Signature and image capture | Not found on the pages read |
| Routific | Its own comparison page states it does not offer age verification | Signature and photo proof | Not found on the pages read |
| Track-POD | Not found on the pages read | Signature, photo and barcode proof | A reason for rejection |

| Platform | 4. Driver eligibility as a dispatch rule | 5. Audit and evidence |
| --- | --- | --- |
| Locus | Driver attributes treated as constraints in assignment, per its driver eligibility guide | Audit trails for user activity and agent decisions; proof forms and checklists |
| Onfleet | Not found on the pages read | Each age check is timestamped and logged |
| Bringg | Driver skills may include certifications, and order properties set the skills required | Photos, signatures and forms captured |
| FarEye | Not found on the pages read | Not found on the pages read |
| DispatchTrack | Not found on the pages read | Configurable forms with pictures and signatures |
| Descartes | Driver safety training and hours-of-service compliance, which is safety, not alcohol eligibility | Not found on the pages read |
| Routific | Not found on the pages read | Not found on the pages read |
| Track-POD | Not found on the pages read | Not found on the pages read |

## Why Does Locus Lead on Alcohol Delivery Decisions and Records?

Locus, the world’s first Decision-Intelligent, Agentic TMS, leads on the decision layer for alcohol delivery, because eligible drivers, vehicles and route rules are planned together and every proof and decision leaves an audit trail.

Its published facts on this topic:

- A constraint engine of 250+ parameters covering operational, legal and customer constraints, including vehicle limits.
- Driver attributes treated as constraints when work is assigned.
- Custom proof-of-task forms and checklists, with signature capture and chain of custody.
- Automated return-to-origin workflows.
- Audit trails for user activity and agent decisions, with planner override.

These facts are not a ranking of platforms, which no analyst publishes.

**Recognized by analysts and selected after evaluation.**

Locus was recognized by Gartner for seven consecutive years and appears in the 2026 Hype Cycle for Supply Chain Execution and Logistics Technologies, as detailed on its [analyst recognition page](https://locus.sh/analyst-recognition/)
. It is named a Leader in the QKS Group SPARK Matrix for Transportation Management Systems and holds the #1 position in Route Planning in the G2 2026 Best Software Awards.

In October 2025, Ingka Investments, the investment arm of Ingka Group, the world’s largest IKEA retailer, acquired Locus. Ingka’s [press release](https://locus.sh/press-releases/ingka-group-acquires-locus/)
says that after an extensive evaluation of logistics software worldwide, it selected Locus for its strength in combining advanced route optimization, real-time visibility and smart use of vehicles and resources. Locus continues to operate independently.

| Alcohol delivery need | What Locus publishes |
| --- | --- |
| Route and vehicle rules | A route planning system with 250+ constraint parameters |
| Eligible drivers | Driver attributes as assignment constraints |
| Proof at the door | A driver companion app with custom forms, signature and chain of custody |
| Failed delivery | Return-to-origin workflows |
| Beverage distribution | A direct-to-store delivery solution |
| Control | Autonomy levels, with planner override |

Two published customer cases show related operations. Neither is an alcohol compliance case.

**A Vietnamese beverage distributor** ran vans, trucks and motorbikes to thousands of small retail points.

Locus planned and dispatched the routes, with distributors able to override. The [published results](https://locus.sh/case-studies/beverage-distributor-route-planning-dispatch/)
:

- 37% lower fuel consumption.
- 22% more orders per trip.
- 60% less end-of-day reconciliation time.

**A global food and beverage leader** runs distribution across six markets in Southeast Asia and the Middle East.

Locus replaced manual checks at the drop with AI-verified proof of delivery. The [published results](https://locus.sh/case-studies/global-fmcg-logistics-automation/)
include about 90% of manual proof reviews automated and 97%+ SLA adherence.

Both cases are customer-reported results, not independent studies.

**Where other platforms fit.**

If your main need is a scanned ID at the door with plan-level enforcement, a delivery app with a published ID scan fits, and Locus can plan the routes. If you sell direct to consumers across states, a shipping compliance service fits. Locus fits when the decision layer is the hard part.

**What to confirm.**

- Ask every vendor, Locus included, whether the ID check is a native scan or a form step, how a failed ID is handled, and how long evidence is kept.
- Ask how driver age and training rules are enforced in assignment.

To test your state rules on your routes, [schedule a demo](https://locus.sh/schedule-demo/)
.

For leaders asking which delivery software is best for alcohol distributors, the answer depends on whether your gap is the door check or the decision before it. Locus leads on the decision layer, with eligible drivers, vehicle rules and audit trails.

## How Was This Guide Written?

This guide takes rules from California ABC, TABC, the Florida Statutes and NABCA, and compares Locus with seven other platforms on what each vendor publishes, read on November 2, 2026.

Competitors are named in plain text only. Utah’s primary page and TTB’s direct shipping page could not be read.

“Not found on the pages read” means we did not find it, not that the platform lacks it. California’s advisories are from 2020, and Texas says its advisory will be updated. This is not legal advice. We review the guide every 30 to 60 days.

## Why Does Alcohol Delivery Compliance Matter? The Business Case

Third-party and app delivery add compliance risk, and the published evidence is specific.

- An Oregon regulator study found that [37% of observed home deliveries](https://www.nabca.org/nabca-awards-oregon) did not meet ID checking requirements, in 106 observations from May to September 2022 in seven counties, by volunteers aged 21 to 26.
- The same study found that scanners or digital photos of IDs uploaded during online ordering do not replace the need to check a physical ID.
- California’s regulator reports that its enforcement found a [far greater rate](https://www.abc.ca.gov/delivery-of-alcoholic-beverages/) of sales to minors through third-party delivery services than through licensee employees.
- California’s regulation defines an agent as any entity the licensee [uses or contracts](https://www.abc.ca.gov/law-and-policy/regulations-rulemaking/approved-regulations/delivery-minor-decoy-requirements/text-of-approved-regulations-1/) with.

No official national alcohol delivery compliance rate was found, so this guide does not quote one. The Oregon sample is small and regional.

## How Do You Build Alcohol Delivery Compliance Into Dispatch in Six Steps?

The six steps turn the rules into a plan you can test on any platform.

### 1. Map your states

List each state you deliver in and its rules on ID, signature, driver age and vehicles.

### 2. Decide who may deliver

Set driver age, training and employment rules, and apply them when work is assigned.

### 3. Set the door check

Define the ID step, such as a scan or a form, and what the driver must record.

### 4. Plan the failed check

Define what happens when ID fails or nobody is home: return, document and notify.

### 5. Keep the evidence

Decide what is stored, for how long and who can retrieve it.

### 6. Audit a sample

Pull a sample of deliveries and check that each shows the right driver, check and record.

## What Should You Look for in Delivery Software for Alcohol Distributors?

Five criteria separate software that supports compliance from software that only routes.

### Does it enforce who may deliver?

Ask whether driver eligibility rules apply when work is assigned, not after.

### Is the door check built in or optional?

Ask whether the ID step is native, configured or left to the driver, and whether the driver can skip it.

### Does a failed check have a workflow?

Ask for return, documentation and notification when ID fails.

### Is evidence kept and retrievable?

Ask for what is stored, the retention period and export options.

### Does it handle your vehicle and licensing rules?

Ask how rules such as owned or leased vehicles are modeled in routes.

## What Mistakes Do Distributors Make Choosing Alcohol Delivery Software?

Four mistakes recur.

**Relying on an age check at checkout.** Regulators say a check at sale does not shield the licensee.

**Treating an ID photo as a door check.** The Oregon study found uploads do not replace checking a physical ID.

**Forgetting the vehicle rule.** Some states restrict which vehicles may carry distributor deliveries.

**Skipping the failed-check workflow.** A driver without a return process may hand over the order anyway.

## Frequently Asked Questions (FAQs)

What is the best delivery software for alcohol distributors?

It depends on whether your gap is the door check or the decision before it. Locus leads on the decision layer, with driver attributes as assignment constraints, route and vehicle rules, proof forms and audit trails.

Who is responsible when a third party delivers alcohol?

In California, the regulator says licensees are ultimately responsible for deliveries made away from their premises, whether by their own employees, third-party services or anyone else.

What must a driver check when delivering alcohol in Texas?

The recipient must present valid proof of identity and age before the alcohol is handed over, and the delivery must be acknowledged in an app or on a signed receipt. Drivers must be at least 21.

Does Utah’s 100% ID law apply to delivery?

NABCA reports that the law requires licensed establishments to check ID for every customer, and does not say it applies to doorstep delivery. Check Utah’s primary guidance.

Does an ID scan at checkout meet the door check?

An Oregon regulator study found that scanners or digital photos uploaded during online ordering do not replace the need to check a physical ID.

Can distributors use any vehicle for alcohol deliveries?

Not in every state. Florida limits manufacturer and distributor deliveries to vehicles owned or leased by the licensee.

Does Locus verify ID at the door?

Locus publishes custom proof-of-task forms and checklists with signature capture, and an ID step is configured and confirmed in evaluation. Its lead is the decision layer, with driver eligibility and route rules.
