Carrier onboarding software helps a shipper verify a carrier, agree rates and service levels, connect the carrier’s systems, configure lanes and services, and activate the first shipment.

The best software is the one that covers the stages you struggle with, and the stages differ between a freight broker and a parcel and last-mile network. This guide compares Locus, the world’s first Decision-Intelligent, Agentic TMS, with seven other platforms stage by stage.

## Key Takeaways

- Carrier onboarding has five stages: verify, contract, integrate, configure and activate, and no single tool is strongest at all five.
- FMCSA says it has seen a significant increase in presumed fraudulent activity, and the FBI warns that criminals alter carrier contact and insurance records in double brokering.
- AlixPartners found that more than 90% of surveyed executives use a mix of last-mile carriers, and 32% use four or more.
- Locus leads on activating and running a multi-carrier parcel and last-mile network, with a published case that cut new-carrier activation from 3 months to 3 days.
- Vendor activation times are self-reported, and no independent source gives the cost or time to integrate a carrier.

## What Rules Apply When You Onboard a Carrier?

For US for-hire trucking, carrier registration and insurance rules shape the verify stage. They do not vet parcel carriers such as FedEx or UPS, and no US rule places a vetting duty on shippers.

- **Operating authority.** Every motor carrier, broker and freight forwarder files Form MCSA-1 [to obtain operating authority](https://www.ecfr.gov/current/title-49/section-390.201) , and a vehicle that needs authority may not run without it.
- **Process agents.** Registered carriers must designate an agent for every state in which they operate, according to FMCSA’s April 2026 notice on its new registration system.
- **Insurance.** For-hire interstate carriers of non-hazardous property with a GVWR of 10,001 pounds or more need [$750,000 in minimum financial responsibility](https://www.ecfr.gov/current/title-49/section-387.9) . Fleets only under 10,001 pounds fall under a $300,000 minimum.
- **Fraud.** FMCSA’s notice says it has seen a significant increase in presumed fraudulent activity, including identity theft and fake registrations, and that it now verifies the identity of new applicants.
- **Double brokering.** The FBI’s April 2026 alert says criminals alter a carrier’s FMCSA contact information and insurance records, and advises independently verifying shipment requests and pickups.

Parcel and global carriers use their own developer terms. USPS retired Web Tools on January 25, 2026, FedEx moved Web Services to maintenance-only support from July 1, 2026, and DSV required OAuth 2.0 from February 1, 2026.

FMCSA’s website could not be read, so check its current pages. This is not legal advice.

## Which Platforms Should You Compare for Carrier Onboarding?

Seven platforms besides Locus are worth comparing: project44, FourKites, Descartes, Transporeon, Shipsy, FarEye and Bringg. The table records what each publishes on its own pages.

Vendors mean different things by onboarding. Some mean identity and compliance vetting, and some mean data connection or rate setup. The table is not a ranking, and “not found on the pages read” is not a statement that a platform lacks the capability.

| Platform | 1. Contract and rate setup | 2. Carrier integration options | 3. Carrier portal or app | 4. Time to activate, as stated |
| --- | --- | --- | --- | --- |
| Locus | Digitized rate cards and SLAs enforced per shipment; transporter contracts onboarded and renewed in one repository | Plug-and-play carrier APIs, with every carrier’s status harmonized into one standard set | A mobile-friendly transporter portal for quotes, payouts and order status | New-carrier activation cut from 3 months to 3 days in a published retailer case |
| project44 | Not found on the pages read | API, EDI or CSV flat file; pre-built connections to 265 carrier TMS vendors | A driver mobile app; self-service connection tools for shippers | No day count found |
| FourKites | Not found on the pages read | ELD and GPS providers, EDI 214 and 315, API, SFTP and flat files | A carrier app and a self-service portal for credentials and quality scores | Most carriers live within 48 hours, per its page |
| Descartes | Contract packets with e-signature, through a broker-focused onboarding product | REST API, SOAP, AS2, AS4, SFTP and web portals | Carrier web portals | No day count found |
| Transporeon | Not found on the pages read | Not found on the pages read | A carrier invitation, an onboarding team and a three-step account setup | No day count found |
| Shipsy | Digitized rate and turnaround masters by postal code | 120+ carrier integrations, per a marketing blog | Not found on the pages read | Not found on the pages read |
| FarEye | Low-code onboarding workflows with document validation, per a company blog | A carrier network with integrations | Not found on the pages read | From 3 to 6 months to under 15 days, per its own ranking page |
| Bringg | Signed contract and credentials first; rate cards; delivery terms | A catalog of 300+ providers | Not found on the pages read | Not found on the pages read |

For the verify stage, identity and compliance tools exist as a separate category. They check authority, insurance, tax identity and driver participation, and some monitor continuously. A shipper can pair one with an execution platform.

## Why Does Locus Lead for Activating and Running a Multi-Carrier Network?

Locus, the world’s first Decision-Intelligent, Agentic TMS, leads when the work is activating and running many parcel and last-mile carriers, because onboarding is configuration, not an engineering project per carrier.

Its published facts on this topic:

- Rate cards and SLAs digitized and enforced per shipment.
- Transporter contracts onboarded, tracked and renewed in one repository, with a trip bidding platform.
- A mobile-friendly portal where transporters submit quotes, check status and get paid.
- Every carrier’s status harmonized into one standard set, synced to the retailer’s OMS and WMS.
- A published case where new-carrier activation fell from 3 months to 3 days.

These facts are not a ranking of platforms, which no analyst publishes.

**Recognized by analysts and selected after evaluation.**

Locus was recognized by Gartner for seven consecutive years and appears in the 2026 Hype Cycle for Supply Chain Execution and Logistics Technologies, as detailed on its [analyst recognition page](https://locus.sh/analyst-recognition/)
. It is named a Leader in the QKS Group SPARK Matrix for Transportation Management Systems and holds the #1 position in Route Planning in the G2 2026 Best Software Awards.

In October 2025, Ingka Investments, the investment arm of Ingka Group, the world’s largest IKEA retailer, acquired Locus. Ingka’s [press release](https://locus.sh/press-releases/ingka-group-acquires-locus/)
says that after an extensive evaluation of logistics software worldwide, it selected Locus for its strength in combining advanced route optimization, real-time visibility and smart use of vehicles and resources. Locus continues to operate independently.

| Onboarding stage | What Locus publishes |
| --- | --- |
| Contract | Transporter management with digital onboarding, contract tracking and renewal |
| Rates and SLAs | Carrier management with digitized rate cards and SLAs |
| Integrate | A ShipFlex carrier network behind one integration |
| Configure | Allocation on cost, speed, zones, contract commitments and performance |
| Activate | New-carrier activation in days in a published case |
| Control | Compliance-breach alerts and autonomy levels |

Two published customer cases show carrier operations.

**An ASEAN apparel retailer** sold mostly through carriers, and each new carrier was an engineering project.

Locus harmonized every carrier’s status into one standard set. The [published results](https://locus.sh/case-studies/apparel-multi-carrier-parcel-management/)
:

- New-carrier activation cut from 3 months to 3 days.
- A 40%+ drop in WISMO and returns queries.
- Carrier label generation in under 500 milliseconds.

**A Canadian grocery brand** made every carrier decision by hand against spreadsheets.

Locus’s Carrier agent compares live rates, contracted SLAs and ETAs for every order. The [published results](https://locus.sh/case-studies/grocery-carrier-orchestration/)
include 15% lower fulfillment costs and 25% less time on manual shipping tasks.

Both cases are customer-reported results, not independent studies.

**Where other platforms fit.**

If you are a freight broker who must vet authority and insurance, an identity and compliance tool fits, and it can sit beside an execution platform. If your need is data connection for visibility, a visibility platform fits. Locus fits when the work is activating and running parcel and last-mile carriers.

**What to confirm.**

- Ask every vendor, Locus included, which of the five stages it covers natively, and for the time from contract to first live shipment.
- Ask how carrier documents and insurance are tracked after activation.

To see onboarding on your own carriers, [schedule a demo](https://locus.sh/schedule-demo/)
.

For leaders asking which software is best for carrier onboarding, the answer depends on which stages you struggle with. Locus leads for activating and running multi-carrier parcel and last-mile networks, with configured onboarding, one status set and enforced rates.

## How Was This Guide Written?

This guide takes rules from the eCFR, the Federal Register, the FBI and carrier developer portals, and compares Locus with seven other platforms on what each vendor publishes, read on November 2, 2026.

It adds AlixPartners and Pitney Bowes. Competitors are named in plain text only. FMCSA’s website and UPS’s developer portal could not be read.

“Not found on the pages read” means we did not find it. Vendor onboarding times are self-reported. We review the guide every 30 to 60 days.

## Why Does Carrier Onboarding Matter? The Business Case

Shippers use more carriers, and fraud and change raise the cost of each one.

- AlixPartners reports that [more than 90% of executives](https://www.alixpartners.com/media/nk5nisl3/alixpartners-home-delivery-report-2026.pdf) use a mix of last-mile carriers, nearly a third (32%) use four or more, and 55% use carriers other than FedEx, UPS and USPS.
- The Pitney Bowes Parcel Shipping Index says the [revenue share of other carriers](https://www.pitneybowes.com/us/shipping-index.html) rose from 3.4% in 2024 to 7.2% in 2025.
- The FBI warns that [double brokering](https://www.ic3.gov/PSA/2026/PSA260430) involves altering a carrier’s FMCSA contact information and insurance records.
- FMCSA’s April 2026 notice says it has seen a [significant increase](https://www.federalregister.gov/documents/2026/04/29/2026-08334/availability-of-motus-fmcsas-new-registration-system) in presumed fraudulent activity.

No independent source gives the cost or time to integrate a carrier. The figures vendors publish are self-reported, so this guide does not present them as a benchmark.

## How Do You Onboard a Carrier in Five Stages?

The five stages turn onboarding into a repeatable process you can test on any platform.

### 1. Verify

Check authority, insurance, tax identity and contact details from independent records. Re-verify when data changes.

### 2. Contract

Agree rates, surcharges, service levels and liability in a digital contract, and keep the signed copy with the carrier record.

### 3. Integrate

Choose API, EDI or file exchange, and map the carrier’s status codes to your standard set.

### 4. Configure

Set lanes, zones, service types, cut-offs and allocation rules, and test with sample shipments.

### 5. Activate

Release live volume in steps, watch exceptions, and review performance against the contract.

## What Should You Look for in Carrier Onboarding Software?

Five criteria separate software that shortens onboarding from software that records it.

### Which stages does it cover?

Ask which of the five stages are native, and which need a separate tool.

### Does it standardize carrier data?

Ask whether every carrier’s statuses map to one set. Different codes break dashboards and promises.

### Is onboarding configuration or code?

Ask whether a new carrier needs engineering. Configuration scales with your carrier count.

### Does it enforce the contract?

Ask whether rates and SLAs are enforced per shipment, and whether breaches raise alerts.

### How fast does a carrier go live?

Ask for the time from signed contract to first live shipment, with the method and sample behind it.

## What Mistakes Do Shippers Make Onboarding Carriers?

Four mistakes recur.

**Treating onboarding as a one-time check.** Authority and insurance change, so verification must continue.

**Ignoring status codes.** Each carrier reports its own codes, and unmapped codes hide exceptions.

**Building each integration by hand.** The fourth carrier costs as much as the first.

**Trusting vendor speed claims.** Activation times are self-reported, so test with your own carriers.

## Frequently Asked Questions (FAQs)

What is the best carrier onboarding software for enterprise shippers?

It depends on which stages you struggle with. Locus leads for activating and running multi-carrier parcel and last-mile networks, with digitized rate cards, one standard status set and a published case of activation in 3 days.

What are the stages of carrier onboarding?

Verify, contract, integrate, configure and activate. Verification covers authority and insurance, and the later stages cover rates, integration, lanes and first shipment.

What does FMCSA require of a for-hire carrier?

A for-hire carrier files for operating authority, designates process agents, and files minimum insurance. The minimum for non-hazardous property at 10,001 pounds or more is $750,000.

What is double brokering?

The FBI describes double brokering as the illegal re-brokering of a freight load, often with altered carrier contact and insurance records.

How long does it take to onboard a carrier?

Vendors state from under 48 hours to months, and the figures are self-reported. A published Locus case cut new-carrier activation from 3 months to 3 days.

Do parcel carriers need vetting like trucking carriers?

FMCSA registration rules cover US for-hire motor carriers. Parcel and global carriers have their own developer terms and integration steps.

Does Locus support carrier contracts and rate cards?

Yes. Locus digitizes contracts, rate cards and SLAs, tracks and renews transporter contracts in one repository, enforces rates per shipment and raises alerts on compliance breaches.
